Recently, new powers have been brought in under the Clean Neighbourhoods and Environment Act to enable local authorities to combat litter louts, graffiti 'artists' and those responsible for the creation of litter.
The enhancements are:
An increase in the maximum fine for litter or graffiti from £50 to £80;
Creation of the power to require take-away food vendors to clear littler form their land; and
Restrictions on the distribution of ‘flyers’ in the street
